Colonel Carter is the antagonist in the Goof Troop episode "Shake, Rattle & Goof".
Personality[]
Colonel Carter overall is a greedy businessman and a selfish person who puts his own needs over others. When he first gets acquainted with "Goof Troop" and their fathers, he acts very nice. However, whenever is stuff is ruined, he throws a fit, but will back down when he's being witnessed. When he took the group to the hotel, it slowly started to become clear that he was just using them, especially after he got a rousing breakfast for himself while getting the others a mere biscuit. He is also bossy making people who work for him dress up what suits his taste. When the boys disappeared, he threatened their fathers. He eventually got his comeuppance after the boys quit, snapping at them for it, until he is threatened by Pete, who reluctantly drops him and leaving the colonel in his devastation.
History[]
He had been using previous bands and making money off of them, treating them with little to no respect. He gave only the best for himself while his hired band got the very least. And he forced any band he hired to dress up according to his taste.
When Max and P.J. send him their video of themselves as rock stars, he decided to hire them and warmly invited them into his office. When Goofy catches on fire, the boys end up soaking the colonel's expensive rug, which angers him so much he started beating up Goofy, but quickly changes his tune when he was being witnessed. He then escorted the group while telling Pete to get everything ready so they could spend the night in a hotel. The room Colonel Carter chose wasn't in good shape and it made them feel miserable.
The next morning, he woke them up very early so they could go to a diner and have breakfast. However, while the colonel ordered a rousing breakfast for himself, he ordered a biscuit for the two boys and their fathers to share. He later gets the boys set up for their premiere, forcing them to wear wigs and clothing that he wanted them to. When the boys get trapped in a box, Colonel Carter threatens Goofy and Pete until they all find out the two rockstars were trapped after they free themselves. After a brief premiere made by Goof Troop, the famous duo quit, much to the colonel's dismay. At Carter's protests, Pete threatened to punch him, but Max told him that they were already justifying his actions by leaving behind their career. Then he is left behind with nothing from them. It's unknown what happened to him next, whether he went bankrupt or broke, or if he found another band to hoard.

- His design and voice actor both seem to be recycled from Mr. Huge from "Where There's Smoke, There's Goof" and another character from "Inspector Goofy".
